Toll-Free Verification for SMS (2026): Required Fields, Review Times and Rejection Codes
Toll-free verification, in short: before a US or Canadian toll-free number (800, 888, 877 and so on) can send business texts, your provider submits your business, use case, sample messages and opt-in proof for carrier review. Twilio says it reviews requests within three business days; Telnyx's docs say one to two weeks. Neither lists a separate verification fee.
More on this topic: Calls, SMS and AI voice agents, every guide in one place.
An unverified toll-free number is close to useless for texting: Twilio's error pages say that since 31 January 2024 messaging traffic on an unverified toll-free number is blocked until it is verified. This guide covers what the review asks for, how long it takes at each provider, the rejection codes you are most likely to see, and what the whole thing costs.
Key takeaways
- What it is: a carrier review of who is texting, why, and how recipients opted in, required before a toll-free number can send SMS.
- Timeline: Twilio says within three business days; Telnyx says one to two weeks, with five to ten business days for a resubmission.
- Required: business name and website, use case, use-case summary, a sample message, opt-in type and an opt-in image, monthly volume, and (except sole proprietors) a business registration number such as an EIN.
- Rejections come with codes: on Twilio, 30445 (business not validated), 30446 (consent not sufficient) and the 30489–30499 range for websites, terms and use-case mismatches.
- Resubmit fast: Twilio gives seven days to fix and resubmit into a priority queue; after that you go to the back of the line (error 30437).
- Cost: no verification fee is listed by Twilio or Telnyx; you pay for the number ($2.15 a month at Twilio) and per message.
What is toll-free verification?
Toll-free verification is the carrier approval process a toll-free number needs before it can send application-to-person (A2P) text messages in the US and Canada. Your messaging provider submits details about the business, what the messages are for, and how people agreed to receive them; reviewers approve or reject the submission.
Twilio's error documentation describes what the review looks at: the business sending the messages (not the software powering them), the use case, sample content, the web presence, the opt-in collected, and the website's terms and privacy policy. It is the toll-free equivalent of A2P 10DLC registration for local 10-digit numbers, but it is a separate process with no brand registry and no monthly campaign fee.
Can you text from an unverified toll-free number?
Not reliably, and on Twilio not at all. Twilio's error pages state that from 31 January 2024 messaging traffic on an unverified toll-free number is blocked until it is verified. Telnyx's developer docs describe unverified numbers as heavily filtered, at about 0.25 messages per second, and its support article warns that unverified numbers may be spam-blocked at any time.
| Status (Twilio Console) | What it means | Can it text? |
|---|---|---|
| Restricted | Not verified, or the request is still being processed | No |
| Pending | In the review queue, or rejected but still re-submittable | No |
| Verified | Approved by Verification Ops | Yes |
| Blocked | Rejected and not eligible for resubmission | No |

What information does toll-free verification require?
Toll-free verification requires your business identity, a description of the messaging, proof of opt-in and an estimate of volume. Twilio's verification API marks these fields as required:
| Field | What to put in it |
|---|---|
| Business name | Legal name of the business that sends the texts |
| Business website | A live, public site that shows the business's branding |
| Notification email | Where the approval or rejection is sent |
| Use case categories | For example account notifications, customer care, delivery notifications, marketing |
| Use case summary | Who receives messages, what they say and why |
| Production message sample | A real example of a message you will send |
| Opt-in type | Verbal, web form, paper form, via text, QR code or import |
| Opt-in image URLs | Public link(s) to a screenshot or photo of the opt-in |
| Message volume | Estimated monthly messages from the number |
| Business registration number | An EIN in the US; required for every business type except sole proprietor |
Optional fields help: business address, contact name and phone, the opt-in confirmation message, a HELP reply sample, opt-in keywords, and links to your privacy policy and terms. Twilio also requires an approved Trust Hub customer profile and a paid account (not a trial). Telnyx's docs say three business registration fields — number, type and country — became mandatory for new submissions on 17 February 2026.
One extra case: a 527 political organisation using the political use case must include a Campaign Verify token, or Twilio says the request will be rejected.
How long does toll-free verification take?
It depends on the provider. Twilio's API onboarding guide says Twilio reviews toll-free verification requests within three business days. Telnyx's developer docs say verification typically takes one to two weeks and that expedited review is not available.
| Stage | Twilio (its docs) | Telnyx (its docs) |
|---|---|---|
| First review | Within three business days | 1–2 weeks total (1–3 business days to start, 5–10 for carrier review) |
| Resubmission after rejection | Priority queue if within 7 days | 5–10 business days; each round adds about a week |
| Expedite option | Not described | Not available |
| Throughput once verified | Not stated in these guides | Up to 20 messages per second |
Plan for the longer figure. A launch date that assumes three days and gets one rejection can slip two weeks.

Why was my toll-free verification rejected?
Most rejections come down to the business not being verifiable, consent that is not clear enough, or a submission whose parts do not match each other. Twilio returns a code with each rejection; these are the ones in its error reference:
| Twilio code | Rejection reason |
|---|---|
| 30445 | Could not validate business information |
| 30446 | Opt-in not sufficient: express consent required |
| 30449 | URL issues in the sample message |
| 30489 | Website must be established and active |
| 30491 | Website is password protected or requires login |
| 30492 | Business website must display branding |
| 30493 | Terms of Service URL missing, unreachable or lacking SMS terms |
| 30494 | ISV or reseller name must be provided |
| 30495 | Projected message volume exceeds use-case limits |
| 30496 | Use case and use-case summary inconsistent |
| 30498 | Opt-in workflow must match submission details |
| 30499 | Message content doesn't align with use case |
| 30441, 30442, 30443, 30444, 30455 | Disallowed content: sex, spam, loan marketing, fraud, hate |
| 30437 | Edit time expired: not corrected within seven days |
Telnyx lists similar common causes: incomplete or inaccurate business information, samples that do not match the declared use case, missing opt-out language in samples, and a registration number that cannot be verified.
How do you pass toll-free verification the first time?
Make every part of the submission tell the same story, and make every link work for a stranger who is not logged in. Reviewers check the pieces against each other.
- Match the legal name and EIN exactly as registered, and submit the business that sends the texts, not your software vendor.
- Use a live, branded website on the business's own domain — no login wall, no parked page (30489, 30491, 30492).
- Publish SMS terms that state message frequency, that rates may apply, and how to opt out; Twilio's 30493 page says the page must be public and include all three.
- Show the opt-in. Screenshot the form with the consent text and a checkbox that is unchecked by default; Twilio's 30446 page says listing SMS in your terms or privacy policy is not express consent, and marketing needs express written consent.
- Write samples you will really send, with your business name and STOP wording, and no link shorteners.
- Keep the volume honest. An estimate far above the use case invites 30495.
- Pick one use case per number. Telnyx's support article says one unique use case can be tied to one toll-free number.
An approved number still needs the recipient's permission for each kind of message you send. See SMS marketing consent, timing and copy for the wording.
What happens after a rejection?
On Twilio, a re-submittable rejection gives you seven days to fix the details and resubmit into a priority review queue. Miss the window and the request expires (error 30437): the number stays restricted and a new submission joins the standard queue. A rejection marked not eligible for resubmission leaves the number blocked; Twilio says deleting that verification is the only way to submit the same number again. On Telnyx, the docs say there is no limit on resubmissions.
How much does toll-free verification cost?
Neither Twilio nor Telnyx lists a fee for the verification itself. Telnyx's comparison table describes toll-free cost as per-message only, against 10DLC's per-message plus campaign fees. What you do pay is the number and the messages.
| Twilio US cost | Price |
|---|---|
| Toll-free number | $2.15 a month |
| Outbound or inbound SMS (per segment) | $0.0083 |
| Outbound MMS | $0.022 |
| Carrier fee, toll-free SMS outbound | $0.0035 (AT&T), $0.0045 (T-Mobile), $0.005 (Verizon) |
Compared with 10DLC, which carries brand, vetting and monthly campaign fees, toll-free is cheaper to set up but slower to approve and usually looks less local to the person receiving it. Our guide to business phone numbers covers the choice, and missed-call text-back shows a common first use for a texting number.
Scalry, which publishes this guide, handles texting registration as 10DLC for local numbers, through a form in the CRM's integration settings; it does not offer toll-free verification. If your texts go out from a toll-free number, verify it with that number's provider.
Frequently asked questions
What is toll-free verification?
A carrier review of the business, use case, sample messages and opt-in behind a US or Canadian toll-free number. The number cannot send business texts until it is verified.
How long does toll-free verification take?
Twilio says it reviews requests within three business days. Telnyx's docs say one to two weeks for a first submission and five to ten business days for a resubmission.
Can I send texts while toll-free verification is pending?
Not on Twilio, where unverified and pending numbers are blocked from messaging. Telnyx's docs describe heavily limited, filtered throughput until verification completes.
Does toll-free verification cost money?
Twilio and Telnyx do not list a verification fee. You pay for the number (Twilio: $2.15 a month) and per message, plus carrier fees.
What does Twilio error 30446 mean?
The opt-in was not sufficient: reviewers need evidence of express consent, such as an opt-in form with an unchecked checkbox and clear consent text.
What does Twilio error 30437 mean?
A rejected verification was not corrected and resubmitted within the seven-day edit window. Submit a corrected request; it goes to the standard queue.
Do I need an EIN for toll-free verification?
A business registration number such as an EIN is required for every business type except sole proprietors, on both Twilio and Telnyx.
How Scalry keeps texts, calls and emails on one contact timeline is described on the CRM and pipeline page.
Screenshot your opt-in and publish your SMS terms before you submit — they are the two things reviewers check hardest. You can rebuild one real campaign inside Scalry before moving anything else.
